Public-Private Partnership (PPP), also known as development partnerships with the private sector, is coined as the cooperation with businesses and business associations. It also paves the way for entities in the private sector to perform their Corporate Social Responsibility (CSR) by extending their services and financial cooperation for substantial development. Broadly, cooperation is extended to multi-stakeholder participation, community, government, non-Government organization and others.
PPPs have a key role to play in the development of the Asia Pacific region. As a "culture of partnership working" extends further throughout international organizations, governments and the private sector, innovative solutions are being developed all the time. The range of opportunities is as wide as the range of the entire region itself - partnerships for education, urban development, improved government services delivery, and industrial ecology are some of these opportunities.
The United Nations General Assembly promulgated the Millennium Development Goals (MDGs) in 2002, developing a global partnership for development being one of the eight goals. As a form of blueprint agreed by all the world's countries and leading development institutions, it upholds the cooperation with the private sector to make available the benefits of new technologies-especially information and communication technologies. Likewise, the 2004 Bonn Declaration as well as the 2008 Manila Declaration advocates public private partnerships which are pivotal to human-centered sustainable development.
However, we must keep in mind that partnership is not a panacea. In the future, as in the past, it is vital that partnerships are not seen as a formulaic approach - a new dogma - but are used where it is right to use them, where they add value. The approach therefore is to deliver partnerships that are Appropriate, Mutually Beneficial, Imaginative and Holistic.
As a continuation of the advocacy to build and suggest models for cooperation and partnerships in TVET, the Colombo Plan Staff College for Technician Education is organizing this international symposium, in collaboration with various international and regional organizations, and government agencies and private institutions & organizations.
The symposium will provide a venue for government officials, heads or representatives of private institutions and non-government organizations, policy makers, educators, and senior administrators to identify and share different approaches and best practices in public private partnership for sustainable TVET in the Asia Pacific region.
The objectives of the international symposium are:
- To determine the approaches and innovation in public-private partnership;
- To share best practices and models of public-private partnership; and
- To examine PPP challenges and opportunities.

The symposium will be participated by government officials, heads or representatives of private institutions and non-government organizations, policy makers, educators, and senior administrators from CPSC member countries including Afghanistan, Bangladesh, Bhutan, Fiji, India, Korea, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Singapore, Sri Lanka and Thailand; and representatives and experts from various international and regional organization.

Registration Fee for the two-day event is $140 or Php 6,500 (Register before November 3, 2008 and get Php 1,500 discount). Registration deadline is Nov. 21, 2008. Payment mode is via bank draft payable to Colombo Plan Staff College.
A special tour to Villa Escudero in Tiaong, Quezon, Philippines will be arranged for interested symposium participants. An additional US$30 or Php 1200 will be charged should foreign and/or local delegates decide to join the post symposium tour on December 03, 2008 (Wednesday).
